Certification milestone reflects company expansion, contract wins, and continued support of DHS/CBP mission

GREENBELT, MD — Civility Management Solutions (CivilityMS), a professional services firm supporting federal agencies and government contractors, has successfully graduated from the U.S. Small Business Administration (SBA) 8(a) Business Development Program, marking a major milestone in the company’s growth and federal contracting journey.

The SBA 8(a) program is a nine-year business development initiative created to help eligible small businesses compete in the federal marketplace through management and technical assistance, contracting opportunities, and business development support. CivilityMS leadership noted that the firm experienced significant growth during its participation, both in service expansion and contract performance.

“Graduating from the SBA 8(a) Program represents more than a milestone—it reflects years of preparation, credibility, and results,” said Laurie Sayles, President and CEO of CivilityMS.

Federal Growth Driven by Performance

According to CivilityMS, participation in the 8(a) program helped strengthen business development strategy and reinforced the program’s intent: building long-term capacity and competitiveness in the federal space. Over the course of the program, the company expanded its service delivery to federal clients and positioned itself for sustained growth beyond certification.

CivilityMS reported that during its 8(a) journey, the firm:

  • competed for and won federal contracts

  • expanded service offerings to support federal mission work

  • earned contract awards set aside for Women-Owned Small Businesses and Service-Disabled Veteran-Owned Small Businesses

  • strengthened its contractor readiness and delivery infrastructure

One of the company’s early program achievements included securing its first 8(a) contract within four months of obtaining the certification. CivilityMS noted that the win followed approximately 4.5 years of focused business-building, emphasizing that certification success was rooted in preparation and strategic discipline.

Focused Agency Work and Continued Mission Support

CivilityMS also highlighted growth within key federal agencies, particularly its early success with the Department of Homeland Security (DHS). The company’s first award in a focused agency was made under DHS, and CivilityMS continues supporting the ongoing mission of U.S. Customs and Border Protection (CBP).

The company stated that continued CBP support remains a point of pride, reflecting CivilityMS’ commitment to service excellence and long-term partnership in mission-driven environments.

Positioned Beyond Certification

Graduation from the SBA 8(a) Program signifies that CivilityMS has reached the end of its formal participation in the development initiative, while continuing its trajectory as a competitive federal contractor.

Company leadership described the graduation as a reflection of long-term readiness and a signal of what comes next: competing at scale, expanding partnerships, and continuing to deliver results in high-demand federal environments.

For CivilityMS, the milestone reinforces the firm’s broader message to emerging contractors: programs can accelerate growth, but performance sustains it.
